If you’ve noticed some new signage along the 400-series highways in the Greater Toronto Area, that’s because some changes have taken place for Ontario’s tow zones.

In 2021, the Ministry of Transportation (MTO) launched the Tow Zone Pilot Program, creating designated highway zones across the Greater Toronto Area that would allow access only to tow truck operators who had been authorized to participate in the program.

As of April 1st, additional subzones were implemented across the GTA and into Hamilton. Here’s what CAA Members need to know if they require a tow under the revised system.

What drivers need to know about the new tow zones

The program previously encompassed four areas divided into 10 sections — originally designed to enhance safety and efficiency on provincial highways. Under the expanded program there are now a total of 15 sections, increasing coverage to additional points along the highways, including Hwy 403, 404 and 410.

How CAA Roadside Assistance works under the new system

The MTO and CAA continue to partner on the Tow Zone Program. Members can request roadside assistance through any of the usual CAA channels — even if they are stranded in a designated tow zone.

What happens next depends on the situation:

• If the Member’s vehicle is safely on the right shoulder and not obstructing traffic, a CAA‑authorized tow truck may provide assistance.  
• If the vehicle cannot be safely serviced on the shoulder, an MTO‑approved towing company will be dispatched.  
• In cases where an MTO‑approved towing company is required, CAA will reimburse Members for out‑of‑pocket towing costs up to $300, with submission of a receipt. This reimbursement covers towing from the highway to a safe location. 
• If a longer tow is needed beyond that point, CAA will arrange and coordinate a secondary tow to the Member’s final destination, in accordance with CAA towing benefits.
